Target gift card scam

Target often runs an online promo for a $15 gift card with the purchase of qualifying items. My last two online orders have qualified and even the checkout had the gift card listed. However, I haven't received them. I usually receive them by email but nothing. I called customer service and was given another number for their gift card line but after a twenty minute hold, hung up. Needless to say, I won't be filling up my cart anytime soon to get in on these useless gift card promotions.
